Chief executive to leave South West landlord for consultancy role

Hayley Selway will step down as chief executive of Two Rivers Housing after around three years in the role.

She will leave the 4,000-home landlord in June to take on a major consultancy job after joining in December 2023 from Cardiff Community Housing Association.

Two Rivers Housing, which manages homes in Gloucestershire and the Forest of Dean, is now working with people advisory firm Gatenby Sanderson to hire a successor.

The landlord has confirmed its wider leadership team will stay in place during this time.

Ms Selway said: “From bringing our repairs team in house to improve our relationship with our customers, to investing in our services and homes and retaining G1/V1 status, it has been an amazing journey and I’m proud of my time with this brilliant organisation.

“Two Rivers Housing is full of fantastic and talented people from top to bottom who are committed to helping customers and local communities that we serve.

“This was a very difficult decision to make and I’m going to miss working with our colleagues and partners – but I know I’ll be leaving the organisation in safe hands and in a great position for the future.”

During Ms Selway’s tenure, Two Rivers Housing created a tenants’ voice group made up of residents and board members, doubled its customer-facing workforce and boosted investment in anti-social behaviour services and safeguarding.

It also scored highly in last year’s tenant satisfaction measures, with nearly 80% of residents saying they were satisfied with the overall service.

The move follows other high-level changes at the landlord, with a new deputy chief executive and chair of the board appointed in 2024.

Ted Pearce, chair of Two Rivers Housing, said: “The board wants to thank Hayley for the impact she has had.

“Working with the wider leadership team, she has helped deliver tremendous results.

“This includes maintaining our G1/V1 certification from the Regulator of Social Housing in October 2025 – the highest possible rating – as recognition of our strong management and secure financial position, and we’re in a great position to continue building on this momentum, aligned with our values and vision.

“We wish Hayley the best as she steps into her new role and look forward to welcoming our new chief executive once the recruitment process has concluded later this year.”
